🏠 A Safe Haven
For children living on the streets, the absence of a safe home often means living with hunger, neglect, abuse and constant uncertainty. Deprived of care, education and protection, they remain among the most vulnerable members of society.
Recognising this urgent need, Ruchika established Odisha's first Drop-In Centre in 1989, creating a safe space where children in difficult circumstances could find shelter, care and hope. In 2010, the Government of Odisha adopted and strengthened this initiative under the Open Shelter programme as part of Mission Vatsalya, enabling more children to receive comprehensive care and protection.
Today, the Open Shelter serves as a secure transit home for Children in Need of Care and Protection. Children produced before the Child Welfare Committee are first admitted to the shelter, where they receive safe accommodation, nutritious food, healthcare, bridge education, counselling, recreation and emotional support. Based on the directions of the Child Welfare Committee, children are subsequently restored to their families or rehabilitated in appropriate Child Care Institutions.
The shelter is managed through a multidisciplinary Home Management Committee, comprising representatives from the District Child Protection Unit, Child Welfare Committee, healthcare, education, counselling, vocational training and children themselves. This collaborative approach ensures that every child receives holistic care, protection and an opportunity to rebuild their life with dignity and hope.
For every child who enters the Open Shelter, it is more than just a place to stay—it is the beginning of a journey from fear to safety, from uncertainty to stability, and from vulnerability to a future filled with hope.
